What is an .DSN file?
.DSN is OrCAD Design File
A DSN file is a PCB (printed circuit board) design file created by OrCAD, a program used to design PCBs. It saves the circuit schematic and is often one of several files included in a OrCAD project (.OPJ file). DSN files reference 'symbols,' which are the electronic components used to make up the design (stored in .OLB files).
DSN files are typically opened using OrCAD PCB Designer because they are created by the program. However, you can also import DSN files in Altium Designer as schematic files using the Import Wizard in the program.

Database Source Name File
A DSN file is a data file used by various database client programs to connect to a database. It describes properties, such as the data source name and directory, the connection driver, the server address, user ID, and password. DSN files are used by ODBC drivers to connect to a specified database, such as a SQL Server or Microsoft Access database.
DSN files are typically stored in a plain text files. However, some client database programs use entries in the Windows registry instead of DSN files.

The ODBC Data Source Administrator included in Windows can be used to create DSN files. It can be found within the Windows Control Panel under Administrative Tools, or in the Start Menu by selecting Programs → Administrative Tools → Data Sources (ODBC).

The instructions that follow explain how to import files you downloaded from Ultra Librarian into OrCAD/Allegro PCB Editor v15.2.
Ensure that the version you select to download matches the software version that you have installed. Before you begin to import, extract the zipped download on the computer that has OrCAD/Allegro PCB Editor installed. This enables the batch script to run.
To import your new library parts into OrCAD/Allegro PCB Editor:
1. Using your Windows Explorer, navigate to the downloaded AllegroV15.2.bat file that is included in your download folder.
This batch file contains instructions for your computer. You must have OrCAD or Allegro PCB Editor installed in the expected location in order to run the batch file. If OrCAD/Allegro PCB Editor is installed in an unexpected location, edit the lines of your batch file that reference the OrCAD or Allegro tools.
2.Double-click the AllegroV15.2.bat file to run the batch file.
The batch process creates additional files needed to support the import. First the padstack tool is loaded and then the part building software runs.
3.Move the files created by the batch run to an appropriate directory structure where the parts are available for use in your board.
